In his motions the President of Ukraine (Reg. No. 0865) states that the Law of Ukraine "On the State Decorations of Ukraine" that establishes extra titles of honour of Ukraine, namely "Honoured Geologist of Ukraine", "Honoured Pilot of Ukraine", "Honoured Test Pilot of Ukraine", "Honoured Resort Worker of Ukraine", "Honoured Local Self-Government Worker of Ukraine", adopted by The Verkhovna Rada of Ukraine, can not be signed, since it fails to take into account the sectoral approach in the system of State decorations and diminishes the significance of a State decoration.
The President of Ukraine also states that the submitted Bill fails to comply with the requirements of Article 27 of the Budget Code of Ukraine as regards non-availability of financial and economic grounding of extra expenses from the State Budget of Ukraine due to establishment of new titles of honour. The Committee members consider the said motion as essential, since the effective legislation envisages relevant extra payments to the categories of workers with the title "Honoured", as well as an opportunity to obtain pensions for the special services for Ukraine, which requires extra budgetary appropriations.
